OTG Workers Represented by UNITE HERE Allege Systematic Wage and Hour Violations at Private Equity Owned Airport Concessionaire

PHILADELPHIA--(BUSINESS WIRE)--Aug 5, 2025--

OTG food and beverage workers represented by UNITE HERE Local 274, Philadelphia’s hospitality workers’ union, filed over 50 complaints with the City of Philadelphia, alleging that the company has violated multiple local wage and hour laws.

OTG operates more than 350 restaurants across the US and Canada including 15 locations at Philadelphia International Airport. OTG is owned by Duration Capital Partners, LLC, an infrastructure-focused private equity firm.

Workers marched through PHL Terminal B with copies of their legal complaints and delivered them to OTG management. The complaints allege that employees were paid less than the applicable minimum wage and that the company is systematically violating Philadelphia’s Fair Workweek Law, which requires large employers to provide their employees with predictable work schedules. Dozens of workers filed complaints with the City's Department of Labor, seeking backpay for lost wages and other unpaid compensation.

“We sacrifice to make OTG a success,” said Angela Maldonado, who has worked for the company for six years as a cashier. “We wake up in the middle of the night to get to work by the time the first passengers arrive. When flights are delayed, we are the ones who stay late. As the mother of a three-year-old, it is not easy, but I figure out a way. It is time for OTG to show they respect us by paying us what we are owed.”

“As the largest food service employer at PHL, we expect OTG to set the standard for what high quality, family sustaining jobs look like,” said Rosslyn Wuchinich, President of UNITE HERE Local 274. “It is disappointing to see that OTG has fallen short of those expectations.” The union and the employer are currently negotiating a new collective bargaining agreement. Negotiations for the previous contract took more than five years, according to UNITE HERE Local 274.

Duration Capital Partners acquired control of OTG after Oaktree Capital Management spun out its infrastructure investment business in July of 2024. Oaktree remains a minority owner of Duration Capital Partners.
