Michelle Bouchard Launches Campaign to Lead Harris County GOP With Data-Driven Strategy to Reverse Years of Election Losses

Civic leader and HCRP Precinct Chair Michelle Bouchard today officially filed her candidacy for Harris County Republican Party (HCRP) Chair, introducing a results-driven plan to restore unity, accountability, and momentum to the GOP’s largest county organization.

Bouchard said the Party must reverse a troubling trend: Republicans have lost more than 80% of countywide elections over the last five and a half years. “Harris County was built on courage and grit,” she said. “We must have the courage to embrace change.”

She highlighted the loss of the Cy-Fair ISD school board—a historic Republican stronghold—as a tipping point, and cited national data showing Gen Z and Millennials will make up 60% of Republican voters by 2028. “We cannot ignore this next generation,” she said.

Her plan centers on GRIT: Goals, Results, Integrity, and Team—rebuilding HCRP into “a well-funded, well-run machine that wins elections.”

An eighth-generation Texan and former president of the national nonprofit HealthCorps, Bouchard worked alongside Dr. Mehmet Oz—now President Trump’s appointed Administrator of the Centers for Medicare and Medicaid Services—to grow the organization from a two-state program into a 23-state movement. Under her leadership, HealthCorps improved the resilience and wellbeing of more than 2.5 million high school students and raised more than $70 million to support its mission.
